Subdivision - Preliminary Plat

Description A subdivision plat is used to create more than six parcels. Subdivision plats are reviewed in two steps: preliminary and final. A preliminary subdivision plat shows the proposed layout of the lots and any roads. If a preliminary plat is approved, the final plat is prepared consistent with all requirements in the City's land division regulations and state law.

Decisionmaker Plan Commission makes a recommendation and the City Council makes the final decision

Appeals The City Council's decision can be appealed to the circuit court.

+ - What is a determination of completeness?

When we receive a development application, staff will review the materials to make sure the application submittal is complete and ready for formal review. If an application submittal is not complete, staff will notify the applicant and describe the parts that are not complete.

A determination that an application is complete means the application is ready for formal review and does not suggest the applicant has provided sufficient information in all regards or preclude the reviewing authority from requesting additional information it deems appropriate.

+ - If I submit an application and it is not approved, can I get my application fee back?

Application fees are not refundable. They are intended to cover the costs necessary to review the application.

Can a decision of the City Council be appealed?

Yes; appeals are made to the circuit court and generally must be filed with the court soon after the decision has been made.

What is a neighborhood meeting?

Any development project that has the potential of significantly changing the nature of a neighborhood, should include a neighborhood meeting before the project is submitted to the City for formal review. The intent is for the developer to present the proposed plan to those living in the area and establish a dialogue so that neighbors can ask questions and share any concerns. Having heard the feedback, the developer is then able to modify their proposal and/or provide additional information with their application that is submitted for formal review. The following types of projects generally benefit: a significant change in the zoning of a parcel, planned development district, significant change to the City's comprehensive plan, multi-family projects with more than 10 dwelling units, and subdivisions with more than 15 lots.

The City Council is the governing body of the City of Janesville and is responsible for making decisions on local policies, budgets, and ordinances. The council also reviews certain types of development projects. The council consists of 7 members who are elected to two-year, overlapping terms.

The Plan Commission is a 7-member body established by the City Council to review certain development projects and act on other matters. Depending on the type of the development proposal, the commission may be advisory to the City Council or have the authority to make the final decision. Two members also serve on the City Council; the remaining members are city residents.

Planning staff provides technical support to the City Council, Plan Commission, Historic Commission, Zoning Board of Appeals, developers, neighbors, and other interested parties to facilitate the development review process.
